Youth Program Manager (Full Time, 40-hours)
We are seeking a dynamic and highly organized Youth Program Manager to lead and develop our youth engagement initiatives. This role requires a passionate leader with expertise in program development, team management, and process improvement methodologies. The ideal candidate will drive innovative youth programs, oversee project implementation, and foster collaborative relationships within the community to ensure impactful outcomes.
Position Summary
The Youth Program Manager works in partnership with the President & CEO to assess current program needs and the future of Youth Development, to identify long term and short-term programmatic goals, and to help in establishing Youth program success metrics and outcomes. This incumbent will work to identify program successes in addition to opportunities for improvement. Establishes, coordinates, implements, and maintains the resources necessary to provide programming for youth ages 5-18 in a community setting.
Essential Duties and Responsibilities:

Program Oversight 40%
· Establish, coordinate, implement and maintain the resources necessary to provide programming for youth ages 5-18
· Assess current program needs and monitor community needs to determine program goals and strategy development.
· Identify long term and shot term programmatic goals; evaluate program outcomes and impacts
· Establish Youth Program success metrics and outcomes; identify program successes and opportunities for improvement
· Identify staffing needs that will achieve program success metrics and outcomes
· Develop comprehensive, realistic and effective plans for the youth programs
· Set goals, develop strategies and schedules for meeting those goals
· Envision new endeavors and seek out new program opportunities
· Research emerging ideas and approaches to serving youth and their resident communities
· Create methods for line and leadership staff to envision, plan and deliver innovative new programs
· Evaluate pilot programs and identify areas of success and opportunities for improvement
· Develop and implement the environment, tools and procedures that lead to quality programming
· Ensure that services are delivered with cultural sensitivity and competence; promote the development of cultural competence in all employees
Supervise Program Staff and Manage Employee Performance 25%
· Attract, retain and motivate high quality staff
· Assign responsibilities and establish effective controls
· Provide necessary resources and authority to carry out responsibilities
· Monitor employee progress and exercise control
· Review performance, give performance feedback and provide training and development opportunities
· Complete 6-month and annual employee performance reviews
· Maintain consistent communication amongst staff and coordinate youth staff meetings
· Provide the information, resources, training and support needed for Youth Development staff to create and support volunteer opportunities that enhance and expand opportunities for the youth that we serve
Financial and Administrative Management 15%
· Explore, identify and seek potential sources of funding for current and new/innovative programs
· Develop and gain approval of annual Youth Program budgets
· Approve and monitor individual program budgets
· Represent new program initiatives to grant-making resources
· Maintain good working relationships with current funding agents
· Ensure that all program staff complete all financial reporting-related documents correctly and in a timely manner
Community Outreach and Partnerships 15%
· Represent Youth programs in the community; attending community meetings as needed
· Give presentations in support of the annual United Way campaign
· Serve on task forces and represent the agency in collaborative efforts
· Monitor community needs in order to set program goals and strategies; identify, maintain and utilize contacts with service institutions and other resources useful in supporting the youth initiative
· Conduct participant and community surveys or focus groups as needed
· Meet with youth, parents and community members to enhance youth programming and support community
· Meet with resource people and network to stay abreast of research, trends, and resources that can benefit the initiative
Miscellaneous/Other Duties as Assigned 5%
· Develop and maintain a diverse work force
· Manage in ways that maximize the potential of all workers by assuring sensitive and respectful treatment by and toward all employees
· Serve on employee committees and attend staff meetings
· Create and maintain a work climate that is inclusive and free of bias
· Participate and contribute in the agency’s PQI process.

Qualifications:
Education
- Bachelor’s degree, preferably in human services, education, social work, psychology or a related field, and/or a commensurate combination of education and experience with previous experience in working with Youth Programs and executing Youth Program initiatives
Experience
- A minimum of at least five (5) years of experience serving in a school or youth organization position and setting, required
- A minimum of at least 2 years of management experience, required
- Ability to speak Spanish, preferred
Knowledge and Skills
- Excellent interpersonal and communication skills in addition to good mentoring, facilitation and public speaking skills
- Previous supervisory experience preferred
- Grant writing and evaluation experience preferred
- Must be proficient with Microsoft Office
- Ability to work independently and handle multiple projects simultaneously while meeting deadlines
- Commitment to work collaboratively with all staff, volunteers, program participants, and other supporters
- Ability to relate effectively and in a positive manner with children and adults from diverse social, cultural, economic and educational backgrounds required
- Previous community development experience preferred including assessing community needs and establishing partnerships
- Previous program development experience preferred including knowledge and experience developing age-appropriate programming.
- Previous budget management experience preferred
· Current certification in First Aid and/or CPR or the willingness and ability to become certified.
· Requires the ability to drive an automobile, van, or bus. Must have a valid driver’s license with a driving record that meets agency qualifications.
Physical and Mental Demands:
The mental and physical requirements described here are representative of those that must be met by an individual to successfully perform the essential functions of this position. This position requires the incumbent to sit, stand and/or move for extended periods of time. Must be able to freely move throughout facility and at other locations. Must be able to frequently bend, stoop, kneel or crouch. Requires the ability to occasionally lift, carry and/or move up to 50 pounds. The incumbent must be able to speak and hear to fully communicate with youth, staff and others. While performing this job, the employees is frequently required to use hands to handle, grip, or touch objects and controls. Position requires extensive use of computer and telephone. Specific vision abilities include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. The position requires the ability to drive an automobile/bus/van.
Mental demands of this position include comprehension, reasoning, decision making, and math. Must be able to function well in a high-paced and at times stressful environment. Must be able to professionally respond to variations in schedules and plans and to work with frequent interruptions.
Working Environment:
The work environment characteristics described here are representative of those individual encounters while performing the essential functions of this position. The working environment will include working within an office and/or youth center setting and will require commuting (driving of automobile/bus/van) as needed to meet program needs. The noise level in the work environment is usually moderate with increased levels during busy periods and events. May be exposed to outdoor weather conditions while traveling or participating in events. Equipment that will be used will include, but is not limited to, a computer, telephone, fax, copier, automobile, bus, camera, video equipment, hand tools, art tools, and cooking utensils.
Job Type: Full- Time 40 hours/week
Schedule: Monday - Friday, The position requires oversight of our Youth Programs that typically operate after school hours, this position may be required to have some afternoon/ evenings along with meetings that may happen in the evening. Official schedule to be discussed with hiring manager. The position may require outside of your schedule needs from time to time due to scheduled events or coverage needs.
Location: This is a mostly in-office role. The role manages 2 programs (one in Landfall, MN and one in Cimarron) along with required meetings at our Stillwater, MN Location. The primary office will be in Lake Elmo within the Cimarron community. One day per week may be from home, after you are trained in on your position (typically 3-6 months)
Pay: $61,000 - $73,000 annual salary
