Mental Health Clinical Director (Full-time, 40 hours)

Position Summary:

The purpose of this position is to direct and coordinate the activities and services of the licensed out-patient mental health clinics, Center for Grief and Loss, and School Based Mental Health.

 

Essential Job Functions:                                                       90% of Total Time

1.       Serve as a member of the senior management team.

  • Participate in the overall agency strategic planning process.
  • Represent the mental health clinic in the strategic planning process.
  • Support the strategic initiatives of other agency programs.

2.       Provide direction for the mental health clinics, Center for Grief & Loss, and school-based programs.

  • Develop a comprehensive, realistic and effective overall plan.
  • Set goals, develop strategies and schedules for meeting those goals.
  • Anticipate obstacles and alternative strategies.
  • Evaluate program outcomes and impacts through satisfaction surveys and monthly statistical reports.

3.       Provide financial oversight and administrative management for the mental health clinic.

  • Develop and gain approval of overall annual Counseling & therapy Department budget.
  • Work closely with school districts and increase funding where possible in districts
  • Assist in writing and updating grant applications for the department
    • Maintain ongoing SLMH grant information
  • Establish and maintain timely and effective billing procedures.
  • Maintain good working relationships with reimbursing agencies and insurance organizations.
  • Develop and assess policy and procedures for administrative and clinical purposes
  • Maintain up to date knowledge of Rule 29 requirements, COA standards, licensing requirements in both MN and WI, and clinical licensing requirements for 4 license types (social work, psychology, counseling, and marriage & family therapy)

4.       Plan, organize, direct and evaluate quality assurance programs for all mental health programs.

  • Responsible for compliance with all state licensing, Rule 29, and COA standards
  • Audit preparation for both MN & WI as well as insurance companies

5.       Ensure innovation and creativity in program development, design and delivery.

  • Research emerging ideas and approaches to serving clients and communities. Identify potential sources of funding for new and innovative programs.
  • Develop effective ways of generating ideas from staff regarding new approaches to meeting client and community needs.
  • Create methods for line and leadership staff to envision, plan and deliver innovative new programs on a pilot or trial basis.
  • Evaluate pilot programs and identify areas of success and opportunities for improvement.

6.       Manage employee performance.

  • Attract, retain and motivate high quality staff.
  • Assign responsibilities and establish effective controls.
  • Provide necessary resources and authority to carry out responsibilities.
  • Monitor employee progress and exercise control.
  • Review performance, give performance feedback, and provide training and development opportunities.

7.       HIPAA Privacy Officer

  • Monitor compliance with the privacy program
  • Investigate incidents in which a breach of PHI may have occurred and report breaches as necessary
  • Ensure patients’ rights in accordance with state and federal laws

8.        Clients Rights Officer

  • Investigate all suspected rights violation under state and federal laws
  • Provide assistance to ensure the client’s right to due process
  • Monitor and review the organization's denial of rights

 

Other Job Duties:                                             10% of Total Time

  • Represent the mental health department and agency in the community.
  • As requested, serve on task forces and represent the agency in collaborative efforts.
  • As needed, fill in with support team and clinical supervisory needs
  • As with all FamilyMeans staff positions, this position is responsible for helping ensure volunteers and interns have an exemplary experience during all interactions with FamilyMeans and is expected to consistently maintain a high level of customer service to all guests, clients, and fellow team members.
  • Performs other duties as needed to support the mission of the organization.

Qualifications:

  • Master’s Degree in field of Mental Health Counseling, or related field (Professional Counseling, Social Work, Marriage & Family Therapy, or Psychology) required
  • Licensed as a mental health professional (LMFT, LICSW, LPCC, LP) in both MN & WI required
  • 8 years of experience post license required
  • 5 years experience in a supervisory/ managerial role preferred, 3 years at a minimum

Knowledge, Skills and Abilities

  • Extensive experience and knowledge of clinical counseling.
  • Ability to teach and serve as consultant to other clinicians.
  • Knowledge of management practices and organizational leadership.
  • Strong supervisory skills and ability to lead professional staff.
  • Strong oral and written communication skills including the ability to speak to groups
  • General knowledge of insurance billing, reimbursement systems, the credentialing process, and indepentend contractors.
  • Knowledge of Electronic Health Record system; Procentive preferred
  • Ability to attract, motivate and retain mental health staff.
  • Considerable knowledge of human behavior and the basic principles and practices of psychology and social work.
  • Knowledge of current social and economic problems and the way these problems affect families and individuals.
  • Ability to set limits and maintain the helping role of the practitioner and to intervene appropriately to meet the needs of the persons served or other family members.
  • Commitment to work collaboratively with all staff, volunteers, program participants, and other supporters.
  • Knowledge of HIPAA and privacy laws

 

Physical and Mental Demands

This position requires the ability to hear and speak and see. Requires frequent use of hands to grip or touch objects or controls. Requires substantial use of the computer and the telephone. While performing the duties of this job, the employee is frequently required is the ability to sit for extended periods of time. Occasionally required to lift and/or move up to 10 pounds. Must be able to freely move around the facility.

Mental demands of this position include comprehension, reasoning and decision-making. Requires strong critical thinking skills to identify alternative solutions, conclusions, or approaches to problems.  Must be adaptable and respond effectively to changes in situation or information. 

 

Working Environment:

General office environment.  The noise level in the work environment is generally moderate with increased levels during busy periods and events.

 

Pay: Salaried, range $95,000- $108,000
