The Landfall Initiative began in 1992 when FamilyMeans conducted a needs assessment to help residents of this city of 300 mobile homes identify community issues. Their primary concerns were juvenile crime and the lack of youth programs. We responded by hiring a community organizer who created the Investigation Station and Landfall Youth Bicycle Program. Once a staffed, on-site presence was established, FamilyMeans collaborated with other organizations to expand programming choices. In 1997, the City of Landfall dedicated a portion of the new city hall for the Investigation Station. In 1999, the programming expanded to include the Landfall Teen Center, located in a remodeled city garage.
